Dubai’s Department of Finance (DOF) has chosen to work with CostPerform’s software for cost and performance management to ensure fair tariffs throughout all government entities.

To ensure government-wide implementation in Dubai, the DOF has performed an extensive tool selection process. Several tools were evaluated on pricing, functionality and scalability, and each ‘contender’ was asked to build a detailed proof of concept. CostPerform scored best on all areas and as such has been chosen as ‘the right tool’ for the DOF.

The Government of Dubai is always putting in efforts to ensure fair treatment of citizens and residents in the context of fees and charges. This defines the national context of a service costing project called ‘ALMAS’. This project is a key initiative and a key lever by which the Dubai Government wants to manage price adequacy and sustainable cost levels of all its services. It was initiated by the Executive Council to be implemented by Dubai’s Department of Finance on five pilot entities which include the Dubai Police, Dubai Customs, the Roads and Transport Authority (RTA), Dubai Municipality, and the Department of Economic Development (DED). Costing of government services is essential to create stakeholder value. It ensures that the charges:

  • Are competitive in comparison to service providers locally and in other jurisdictions;
  • Are fair, equitable and recognize household capacity to pay;
  • Achieve adequate progress towards achieving full recovery;
  • Reflect movements in the input costs;
  • Do not surpass the costs.
